Saudi Digital Government Maturity Hits 87% Benchmark

Saudi Arabia’s Digital User Experience Maturity Index rose to 87.06% in 2026, designating the nation as “advanced” in terms of digital maturity. This significant increase highlights the country’s ongoing commitment to digital transformation, reflecting substantial progress in enhancing user experiences through digital platforms and services.

This assessment evaluates 59 government digital platforms, showcasing the growing dependency on electronic services and improvements in user experience. It signifies a strategic transition towards digital infrastructures aimed at enhancing public access to government services.

Saudi Digital UX Maturity Hits 87%

The evaluation process addressed various user experience aspects, such as satisfaction levels, ease of service use, complaint handling, and the technologies utilised. This evaluation aids government entities in pinpointing areas for enhancement and refining their services to better meet user needs. The rise in the index aligns with the Kingdom’s ongoing transformation of government services, prioritising streamlined access and reducing traditional procedures that necessitated physical visits to government offices.

Moreover, the 2026 index results indicate a major expansion in the evaluation scope, with the number of covered platforms rising to 59 from 50 in 2025. Furthermore, participation in the “Evaluate Your Digital Experience” survey surged to over 805,000, up from around 374,000 the previous year.

This increase enriches the data pool of user opinions, enhancing the assessment of digital services and highlighting areas for improvement. It reflects the importance of the user in the digital transformation process, showing that service evaluation now prioritises user satisfaction and ease of use in measuring the quality of government services.

Inclusion in the Digital Path

The development extends beyond enhancing service delivery; it emphasises digital inclusion, achieving a notable sub-index score of 76.98%. This involves designing digital services to be accessible for diverse societal segments, including individuals with disabilities and the elderly, ensuring that the shift to e-services does not exacerbate existing challenges for those with difficulties in interacting with digital technologies.

Meanwhile, inclusivity is essential as the government’s electronic services grow, positioning accessibility and usability as key components of service quality rather than just technological enhancements. It focuses on a broader digital transformation in the Kingdom, aligning with Vision 2030, stressing the expansion, integration, and adaptability of e-government services to cater to the needs of individuals and businesses.

Besides, this progress is evident in the Kingdom’s international rankings, achieving second place in the World Bank’s 2025 Digital Government Maturity Index and leading regional rankings for the fourth consecutive time in the ESCWA 2025 E-Government and Mobile Services Maturity Index. While these indicators assess overall digital government advancements, the local Digital User Experience Maturity Index offers a detailed view of user experiences, highlighting interactions from platform access to service reception.

Beyond Digital to Full Experience

The findings reveal that digital transformation in Saudi Arabia is evolving from basic electronic transaction conversion to creating a comprehensive government experience prioritising speed, ease, and reliability. In 2022, the Digital Government Authority introduced the Digital User Experience Maturity Index to assess the maturity of government platforms and services, facilitating development based on user feedback.

As the index score rises and more platforms and participants join the evaluation, the focus is shifting towards not just expanding digital services but also enhancing user experience. Further, factors such as ease of use, responsiveness, and comprehensiveness are crucial in determining the true success of a digital service in simplifying lives, rather than merely shifting interactions from physical queues to digital interfaces.
