According to the World Bank Group’s 2025 Digital Government Maturity Index (GTMI), which evaluated 197 nations worldwide, the Kingdom came in second place.
Saudi Arabia scored 99.64% on the overall rating, placing it among the “very advanced” nations after achieving excellence in every sub-indicator, according to a statement released by the Digital Government Authority. This score is among the top in the world relating to digital infrastructure, key government systems, e-service delivery, and citizen interaction.

The Statement Highlighted Saudi Arabia’s Top Rankings
In the Government Digital Services Delivery Index (PSDI), Citizen Interaction Index (DCEI), and Government Digital Transformation Enablers Index (GTEI), the Kingdom scored 99.90%, 99.30%, and 99.50%, respectively. The Kingdom’s balanced performance, which demonstrated the maturity of its digital government ecosystem, put it in the “A” category of highly advanced nations. Additionally, it received a Core Government Systems Availability Index rating of 99.92%.
It is noteworthy that since the World Bank’s first edition of the Digital Government Maturity Index (GTMI) was released, the Kingdom has ranked 49th in the world in the 2020 data. In the 2022 edition, it jumped to the third position, and in the current year, 2025, it has continued to excel.
