Saudi Arabia now offers several ways for foreign professionals, investors, entrepreneurs and property owners to build a longer-term life in the Kingdom. But permanent residency is only one part of a broader system—and choosing the correct route matters.

You may begin with the idea of a home in Riyadh, an investment in Jeddah or a business that places you closer to one of the Middle East’s largest economies. Eventually, however, the same practical question appears: Can you stay in Saudi Arabia without depending on a conventional employer-sponsored residence permit?

The answer can be yes—but “permanent residency” is often used too loosely.

Saudi Arabia operates a Premium Residency programme with both permanent and fixed-term options. Some applicants can pay for unlimited-duration status, while others qualify through property ownership, business investment, entrepreneurship, exceptional professional skills or recognised talent.

These routes offer meaningful rights, but they have different costs and conditions. Buying a qualifying property, for example, can provide residency for as long as you retain that property. It does not automatically give you unconditional permanent status.

What is Saudi Permanent Residency?

The clearest permanent option is officially described as Unlimited-Duration Premium Residency.

According to the Saudi Premium Residency Center, this route costs SAR 800,000 as a one-time fee. Applicants must demonstrate sufficient financial means and satisfy the programme’s general requirements.

A renewable alternative is available for SAR 100,000 per year. Applicants can select a period of between one and five years, subject to renewal and continued eligibility.

Premium Residency should not be confused with Saudi citizenship. It is a distinct legal status that allows eligible foreign nationals to live in the Kingdom with greater independence, but it does not make the holder a Saudi citizen.

What does Premium Residency allow you to do?

The benefits extend beyond simply remaining in the country.

A holder can generally reside in Saudi Arabia with eligible family members, including spouses, parents and children under the age of 25. Holders and qualifying family members can work in the private sector, move between employers, operate businesses according to Saudi investment rules and own or benefit from property where regulations permit.

The programme also provides visa-free exit and re-entry for holders and their families, the ability to request visitor visas for relatives and access to designated lanes for Saudi and Gulf Cooperation Council citizens at border points.

The precise rights and restrictions depend on the selected product and other Saudi laws. Premium Residency does not remove the need to comply with rules governing investment, employment or ownership in restricted locations.

Can buying property provide Saudi residency?

For many international buyers, this is where the programme becomes especially interesting.

The Real Estate Owner Residency route is available to someone who owns or holds usufruct rights over qualifying residential property worth at least SAR 4 million. The completed property must be residential, cannot be mortgaged and must not consist merely of developed or undeveloped land.

A qualifying off-plan purchase may also be accepted. Its value must be at least SAR 4 million, and the buyer must have paid at least SAR 1 million or 10 per cent of the property’s value—whichever is higher. The developer must be approved by the Saudi Real Estate General Authority, and the purchase cannot be financed through a mortgage.

The official portal currently lists a fee of SAR 4,000 for this product. Crucially, the residency remains connected to ownership or usufruct of the qualifying property. Selling it or falling below the required conditions may therefore affect the holder’s status. Full eligibility details are available from the Premium Residency Center.

This makes due diligence especially important. The property is not simply an investment; it may also be the legal basis of your residency.

The business investor route

A foreign investor may qualify for permanent Premium Residency through an investment of at least SAR 7 million in Saudi business activities.

The applicant must hold a valid investment licence, maintain the necessary commercial registrations and provide evidence that the capital has been invested. At least 10 jobs must also be created in connection with the applicant’s investment.

The residence is permanent but conditional during the first two years. The investor must maintain both the minimum investment and employment requirements. The official investor route also carries a listed fee of SAR 4,000.

It is a significantly larger commitment than buying a residence for personal use. The applicant is entering the Saudi economy as an active business investor, with responsibilities that continue after approval.

Entrepreneurs, professionals and recognised talent

Permanent residency is not reserved exclusively for people with substantial property or investment capital.

The Entrepreneur Residency programme has two categories. The first requires at least SAR 400,000 in funding from an approved investment entity and a minimum 20 per cent ownership interest in the startup. It initially provides a five-year renewable residence.

The second requires an investment round of at least SAR 15 million, a minimum 10 per cent ownership interest and the creation of 10 jobs in the first year and another 10 in the second. Successful applicants can receive permanent residency directly, subject to meeting the employment conditions. The official entrepreneur criteria are published here.

Special routes also exist for researchers, healthcare and scientific professionals, senior executives, athletes, artists and cultural figures. These generally begin with five-year status and may lead to permanent Premium Residency when the relevant professional, residence and recommendation requirements are maintained.

What must every applicant prepare?

Regardless of the chosen route, applicants should expect to provide:

  • A valid passport
  • Evidence of financial solvency
  • A criminal record confirming the absence of convictions
  • A recent medical report confirming freedom from communicable diseases
  • Proof of legal status if applying from inside Saudi Arabia
  • Documents required for the selected investment, property or professional category

The health report must generally be no more than six months old when the application is submitted. The Premium Residency Center may also request additional documentation or verification.

Where London enters the story

For applicants in Britain, researching Saudi residency can begin before travelling to the Kingdom.

The forthcoming UK-Saudi Real Estate Exhibition, organised by International Investment Gate (IIG), will take place from 2 to 4 August 2026 at The Chancery Rosewood in Grosvenor Square, London.

The exhibition is expected to bring Saudi and British developers, investors and property professionals together. For a visitor considering the Real Estate Owner Residency route, it offers an opportunity to compare projects and ask whether an individual property meets the programme’s conditions.

The exhibition itself cannot approve a residency application, and a developer’s sales representative should not be the only source of legal advice. But a face-to-face meeting can help you ask the right early questions:

  • Is the property residential and valued at SAR 4 million or more?
  • Is the valuation acceptable for Premium Residency purposes?
  • Is the property completed or part of an approved off-plan development?
  • Is the developer registered with the relevant Saudi authorities?
  • Can foreign nationals own this property in its specific location?
  • What happens to the residency if the property is later sold?

This is where IIG’s place in the process is most useful: as a bridge for initial research and introductions between the British and Saudi markets, rather than as a substitute for official approval or independent advice.

Is permanent residency the right choice for you?

The answer depends on what is keeping you connected to Saudi Arabia.

If you want maximum long-term certainty without tying your status to a property or business, the SAR 800,000 unlimited-duration route may be the most direct. If you already plan to purchase a high-value Saudi home, Real Estate Owner Residency may combine two objectives—but your residence will remain linked to that asset.

Investors and entrepreneurs have potentially permanent routes, though their obligations involve far more than transferring money. They must maintain businesses, investment levels and, in some cases, Saudi employment commitments.

The encouraging part is that there is no longer only one type of applicant. A property buyer, executive, researcher, entrepreneur and investor can each approach the programme through a different door.

The sensible next step is to identify your route before selecting the asset, company or professional arrangement that will support it. In residency planning, the attractive opportunity should follow the legal structure—not the other way around.
